Russian Parliament Approves Use of Military Force in Syria

Russia's upper house of parliament has approved a request by President Vladimir Putin to deploy military forces abroad in Syria to aid the government of Bashar al-Assad in the fight against Islamic State militants.
A government spokesman said on state television that the vote regarded use of the Russian air force in Syria.

Russia has been building up its forces in Syria, with bombers, jets and troops arriving in northwest Syria in recent weeks, according to Pentagon officials.

On Monday, President Putin addressed the growing role of Russia in Syria, telling the United Nations General Assembly that the forces of Syrian President Assad are "valiantly fighting terrorism face to face" and that refusing to cooperate with them is "a huge mistake." He criticized the West for arming "moderate" rebels in Syria, who, he said, joined forces with the Islamic State group.

Earlier, Putin said in an interview on U.S. television that Moscow is intensifying its work with President Assad and also Russia's other partners in the region, but said he has no plans to deploy combat troops, adding, "at least, for now."..

    Russian lawmakers voted unanimously Wednesday to let President Vladimir Putin send Russian troops to Syria. The Kremlin sought to play down the decision, saying it will only use its air force there, not ground troops.

    Putin has to request parliamentary approval for any use of Russian troops abroad, according to the constitution. The last time he did so was before Russia annexed Ukraine's Crimean Peninsula in March 2014.

    The Federation Council, the upper chamber of the Russian parliament, discussed Putin's request for the authorization behind closed doors Wednesday. Sergei Ivanov, chief of Putin's administration, said in televised remarks after the discussion that the parliament voted unanimously to give the green light to Putin's plea.   2. Syrian President Bashar Assad has requested military assistance from Russia in a letter to President Vladimir Putin, Damascus confirmed Wednesday....

    "The Russian air force was dispatched to Syria after a request from the Syrian state via a letter by President Assad to President Putin that includes an invitation to send the Russian air force as part of President Putin's initiative to fight terrorism," the Syrian leader's office said in a statement.

    The statement came after Russia's parliament approved a request from Putin to begin air strikes in Syria.

    Moscow gave no details of the planned operation, but said it would be limited in time and would not include ground troops............AFP
