  6. Peres welcomes apology to Turkey: Grudge is not policy....

In interviews with 'Hurriyet' and CNN Turk the president calls on the Turkish people to join in breaking the ice following a three-year rift between the 2 countries over the death of 9 Turks aboard the Gaza-bound Mavi Marmara.

President Shimon Peres added his voice to the chorus of approval of the reconciliation between Israel and Turkey on Sunday. Prior to meeting for a Passover eve toast with soldiers stationed in the West Bank, Peres who was interviewed by Hurriyet, one of the largest daily newspapers in Turkey and by CNN Turk, spoke directly to the Turkish people saying that a grudge is not policy and that he was very pleased that the crisis between Israel and Turkey has been overcome.

Peres called on the Turkish people to join in breaking the ice following a three-year rift between the two nations which have such long and deep historic roots of friendship and cooperation. He looked forward to the restoration of good relations and said that both countries must work together to prevent the Iranian nuclear program from becoming a reality because it would endanger not only the Middle East but the whole world. He also spoke of the need to prevent Syria's chemical weapons from falling into the wrong hands.

The CNN interview which was due to be broadcast in two parts also included discussion on additional security matters and the peace process with the Palestinians. Peres was hopeful that negotiations towards a two state solution would resume in the near future.

Cansu Camlibel, a senior journalist with Hurriyet was especially appreciative of the opportunity to interview Peres so soon after the reconciliation had been announced. During the freeze in the relationship between the two countries, Peres had consistently refused to give interviews to the Turkish media.

The renewal of full diplomatic relations with Turkey had been in the air for some time, said Peres, and had been on the agendas of both countries.

Each wanted to put an end to misunderstandings, and to return to an earlier status quo. Peres noted that Turkey had provided a haven for the Jews who were expelled from Spain at the end of the 15th century, and nowadays he added, there are more than a thousand reasons for Israel and Turkey to be friends, and there was no reason for them to be enemies. Turkey had been the first Moslem country to recognize Israel, Peres noted.......etc...http://www.jpost.com/National-News/Peres-welcomes-apology-to-Turkey-Grudge-is-not-policy-307600

Steinitz said the the affair was not a matter of justice, but that relations with Turkey are important and reconciliation between the two countries will allow renewed discussion about the Syria crisis.

  18. U.S. secretary of state to visit Turkey for 2nd time in two months....

    ANKARA, April 3 (Xinhua) --
U.S. Secretary of State John Kerry will visit Turkey this weekend before his trip to Israel and the Palestinian territories, local media reported Wednesday.

In his second visit to Turkey since March, Kerry will hold talks with Turkish officials on possible contribution of Ankara to reviving the Middle East peace process.

In addition, Turkish Prime Minister Recep Tayyip Erdogan will meet with U.S. President Barack Obama on May 16, according to Turkey's Hurriyet Daily.

During Obama's visit to the region in late March, Israeli Prime Minister Benjamin Netanyahu apologized to Turkey for the attack on a Gaza-bound aid flotilla, in which eight Turks and an American of Turkish origin were killed in May 2010.

The long-awaited apology came under the mediation of Obama, who said Washington attached great importance to the restoration of positive relations between Turkey and Israel.

    2. On eve of Kerry trip, PA delays plan to take Israel to ICC....

On the eve of US Secretary of State John Kerry's visit to Ramallah, the Palestinian Authority leadership announced that it has agreed to delay its plan to prosecute Israel at the International Criminal Court, PLO Executive Committee member Hana Amireh confirmed Saturday.

Kerry is scheduled to meet with PA President Mahmoud Abbas in Ramallah on Sunday evening to discuss ways of resuming peace talks with Israel. He is then scheduled to meet with Prime Minister Binyamin Netanyahu on Monday.

PA Foreign Minister Riad Malki said the PA leadership was expecting Kerry to bring new ideas and proposals for resuming the peace process. Amireh said the decision to postpone the court bid was taken three months ago in order to give a chance to US efforts to resume peace talks between Israel and the PA.

He said the PA was hoping that the US and other international parties would be able to exert pressure on Israel to stop its "measures" against the Palestinians.

Turkish officials are warning Israel that they should prepare to pay substantial compensation to the families of victims who were killed on the 2010 Mavi Marmara flotilla, and should avoid "horse trading or dirty bargaining," Turkish Hurriyet Daily News reported Monday.

An anonymous Turkish diplomat told Hurriyet that "Israel should perfectly know that this is not a process of bargaining. Compensation talks should not be turned into horse trading or dirty bargaining." The source added that he hoped the issue would be solved in coming weeks.

“We want to close this issue in one session. Discussing human life for money is not a pleasant thing. This should be concluded in a most appropriate way,” the source reportedly said.

According to the Turkish paper, unconfirmed reports have stated that Israel is willing to pay $100,000 per victim, however Turkish officials say that "it should be a substantial amount," although they have not stated an exact figure.

  26. Kerry pushes Turkey-Israel rapprochement ....

ISTANBUL: Wrapping up a 24-hour visit to Istanbul, US Secretary of State John Kerry on Sunday sought to cement and speed up an improvement in relations between Turkey and Israel as well as explore new ways to relaunch Mideast peace efforts.

President Barack Obama has made both issues foreign policy priorities for his second term and Kerry was pushing them in meetings with Palestinian leader Mahmoud Abbas and Turkey's foreign minister, Ahmet Davutoglu.

On a trip to Israel last month, Obama secured a pledge from Turkish and Israeli leaders to normalize ties that broke down after a 2010 Israeli raid on a Gaza-bound aid flotilla that killed eight Turks and a Turkish-American. However, the rapprochement has been slow, sparking concerns that Turkey may be backsliding on its commitment.

US officials say they are hopeful that a meeting this week of Israeli and Turkish diplomats to discuss Israeli compensation for victims of the flotilla raid will jumpstart the process of restoring full diplomatic relations and exchanging ambassadors between the two countries that Washington sees as key strategic partners in the volatile Middle East.

Kerry said at a news conference that he had a "prolonged and constructive" discussion with Davutoglu, about "the importance of completing the task with respect to the renewal of relations between Turkey and Israel."

Kerry said he believes that Davutoglu and Turkey's prime minister, Recep Tayyip Erdogan "are deeply committed to fulfilling all of the obligations of that understanding. I think they are committed to doing so."

Erdogan is due to visit Obama at the White House on May 16 and US officials are keen to see substantive process by then.

However, Erdogan's plans to visit the Hamas-controlled Gaza Strip sometime in May after his trip to Washington have raised concerns. The State Department has said such a journey would be unhelpful. 27. US Defense Secretary: Israel to make its ‘own decision’ to attack Iran ....

US Defense Secretary Chuck Hagel acknowledges that while Israel and the US share a commitment to ensuring Iran does not acquire a nuclear weapon, there "may well be some differences" on the question of when it might decide to go for a bomb.

There is "no daylight at all" between the US and Israel’s stances on preventing Iran from acquiring nuclear weapon, he said. But there could be a divergence in evaluating the timing of the threat from Tehran.

Hagel’s latest visit to Israel has exposed a widely-known secret that the Obama administration has reasons not to get drawn into a new conflict.

But the high status of the major US ally comes with the necessity to sugarcoat the bitter pill.

Hagel has arrived in Tel Aviv with two pieces of news: good and bad.

The good news is he brought a multi-billion-dollar arms package that will enable Israeli military with Osprey V-22 tilt-rotor transport aircrafts, air tankers and anti-radar missiles to eliminate enemy air defenses.

The supply of the newest American weapons to Israel is designed to show Tehran that a solution by force of the Iranian nuclear problem remains on the table.

"I don't think there's any question that's another very clear signal to Iran,” Hagel told reporters on Sunday.

Because Israel has no common border with Iran, it would need to refuel its bombers and fighter jets to get to the Iranian airspace. Iran also has deeply embedded air defenses, so taking it out would imply anti-radar air-to-surface missiles.

The bad news is that despite Hagel saying the US and Israel regard the nuclear threat from Iran "exactly the same", there is a difference between Washington’s and Tel Aviv’s perception of the timing and necessity to attack.

“When you back down into the specifics of the timing of when and if Iran decides to pursue a nuclear weapon, there may well be some differences,” Hagel said.

On his first visit to Israel as Pentagon chief, Chuck Hagel delivered a message from the Obama administration that it is up to Israel to decide when to make a pre-emptively attack on Persians.

“Israel will make the decision that Israel must make to protect itself, to defend itself,” Hagel told reporters ahead of his Middle East voyage.......http://rt.com/news/hagel-israel-iran-message-163/

  28. Hagel arrives in Israel, says U.S. ally maintains right to strike Iran....

JERUSALEM, April 21 (Xinhua) -- U.S. Secretary of Defense Chuck Hagel arrived in Israel early Sunday for talks expected to feature Iran's nuclear program, the Syrian civil war and a major arms deal to ensure Israel's military edge.

This is Hagel's first visit to the country since entering his post in February, and the first leg of a week-long regional tour that includes Jordan, Egypt, Saudi Arabia and the United Arab Emirates (UAE).

Speaking to reporters on his flight to Tel Aviv, Hagel underscored Washington's view that Israel maintains the right to defend itself as it sees fit, and that military force to halt Iran 's nuclear program remains a feasible option.

"Israel will make the decision that it must make to protect itself... In dealing with Iran, every option must be on the table, " Hagel said, echoing recent remarks by Israeli Prime Minister Benjamin Netanyahu that Israel does not need permission to exercise its right to self-defense.

Stressing that while the United States and Israel see eye to eye on the need to prevent a nuclear-armed Iran, Hagel acknowledged that the two allies may differ on when and if Tehran will ultimately decide to assemble a nuclear bomb.

Apart from Iran and Syria, Hagel's visit is expected to see the conclusion of an arms deal meant to dramatically bolster Israel's long-range strike capabilities.

As part of the deal, which Hagel will discuss with Israeli Defense Minister Moshe Ya'alon on Monday, the United States is offering to sell Israel Boeing's KC-135 refueling tankers, specialized anti-radar missiles, advanced radars for use on fighter jets and, and V-22 Osprey troop and cargo planes that take off and land vertically and have an extended range.

Defense officials here said the deal will be financed via U.S. annual military aid to Israel, which this year totaled 3.1 billion U.S. dollars.

The deal is part of a wider 10-billion-dollar deal that includes huge arms sales to Saudi Arabia and the UAE and aims to provide Washington's allies in the region with enhanced military capabilities.

Following his initial meeting with Ya'alonj on Sunday evening, Hagel is planned to meet with Netanyahu, Israel Defense Forces Chief of Staff Benny Gantz and President Shimon Peres.

US Secretary of State, John Kerry on Sunday said that they have advised Turkish Prime Minister Recep Tayyip Erdogan to postpone his potential visit to Gaza.

Speaking at a press conference at Istanbul's Conrad Hotel where he had arrived to attend a meeting of Foreign Ministers of the Group of Friends of Syria, John Kerry stressed that he thought it would be better if Prime Minister Erdogan postponed his visit to Gaza and the visit did not take place now due to certain reasons.
"Surely, Mr. Erdogan has the right to do or not to do what he wishes. We believe that the timing of the visit to Gaza is critical for the peace process we are trying to place back on the road. We want the sides not to be affected from outside. We think that it would be more beneficial if Mr. Erdogan waited for the right conditions," Kerry said.
"Prime Minister Erdogan listened to us graciously. I think he is very sensitive on the issue. If necessary, this issue could be discussed when he comes to Washington. I want to stress that Prime Minister Erdogan and Turkish Foreign Minister Ahmet Davutoglu have been very helpful and constructive in this process. We consider them as officials who can make beneficial contributions to this atmosphere," Kerry also said.

  30. Kerry: Israel, Turkey, US must team up against Iran, Syria.......

    By TOVAH LAZAORFF
    04/22/2013 06:11

Repairing ties between Turkey and Israel would allow both countries to work with America to combat threats from Iran and Syria, United States Secretary of State John Kerry said on Sunday at an Istanbul press conference.

Kerry spoke in advance of Monday’s meeting in Ankara between an Israeli delegation led by National Security Adviser Yaakov Amidror and Turkish officials, who hope to find a way to fully restore diplomatic ties between the two countries.

Kerry asked Turkish Prime Minister Recep Tayyip Erdogan to delay his planned trip to Gaza at the end of May in order not to undermine reconciliation efforts between Turkey and Israel, as well as Washington’s renewed drive to rekindle frozen Israeli-Palestinian peace talks.

If allies such as Israel and Turkey put aside differences, they can stand up to mutual threats – one of which is Iran, Kerry told reporters.

A group of Israeli officials arrived in Ankara to discuss details over redress to families of the Turkish victims in a 2010 Israeli raid on a Gaza-bound aid flotilla.

    ANKARA

A group of Israeli officials arrived Monday in the Turkish capital, Ankara, to discuss details over the Jewish state's pledge to pay compensation to the families of the Turkish victims in a 2010 Israeli raid on a Gaza-bound aid flotilla.

Redress for the nine Turks killed aboard the Mavi Marmara ship, the lead vessel in the aid convoy, was one of Turkey's key demands to agree to restore relations after Israeli Prime Minister Benjamin Netanyahu extended an official apology last month for the deaths. Turkey has also demanded from Israel to lift restrictions on Palestinians.
The Israeli delegation was headed by Netanyahu's national security adviser, Yaakov Amidror. Talks are held behind closed doors at the Turkish Foreign Ministry headquarters.

Undersecretary of Turkish Ministry of Foreign Affairs (MFA) Feridun Sinirlioglu on Monday said that Israel and they agreed on a text involving redress for nine Turks killed by Israel and that they would hold a second meeting with Israeli officials in the upcoming days.

Speaking to reporters in Turkish capital of Ankara, Feridun Sinirlioglu underlined that they were aware the issue was sensitive and that no talks took place on the amount of the compensation to be paid by Israel.
We will not hold talks on the amount of the compensation, Sinirlioglu stressed.
We talked on the parameters which would shape up the compensation, Sinirlioglu said.
The text agreed on will be sent to Turkish Deputy Premier Bulent Arinc who leads the coordination on the compensation, Sinirlioglu stated.
"We will hold a second meeting with the Israeli officials in the upcoming days. The place and date of the upcoming meeting has not been set up yet," Sinirlioglu also said.

    4. Israeli delegation has 'good' talks in Ankara....

Israeli, Turkish delegations agree on mechanism to calculate the compensation for families of flotilla victims.

An Israeli delegation left Ankara on Monday night after laying the ground-work for the possibility of full reconciliation with Turkey, an Israeli official said.

“It was a good meeting. We agreed on all aspects, including an agreed text,” the official said adding that a joint text was prepared, but not released.

Among the key issues under discussion was Prime Minister Binyamin Netanyahu’s pledge to conclude an “agreement on compensation/non-liability” with the families of nine Turkish activists, killed by the IDF aboard the Mavi Marmara as it attempted to break Israel naval blockade of Gaza.

The families have told the Turkish media that they are not interested in compensation and they have continued to sue Israel in an Istanbul court.

But the Turkish delegation led by Deputy PM Bulent Arinc has continued to pursue the compensation offer with the Israeli delegation led by National Security Advisor Yaakov Amidror.

At Monday’s meeting the two delegations agreed on a mechanism by which to calculate the compensation figure that included parameters and principles, but did not discuss the actual sum, according to an official.

“As soon as the figures are agreed upon, they go through the system in both countries,” the official said.

After that, the process will start for the full resumption of diplomatic relations, the official said, adding that the two delegations would be holding more meetings in the coming days......http://www.jpost.com/Diplomacy-and-Politics/Israeli-delegation-has-good-talks-in-Ankara-310716

  32. Turkish PM rejects US request to delay Gaza visit in May.....

    ANKARA -
Turkish Prime Minister Tayyip Erdogan will not reschedule his trip to the Gaza Strip, he said on Tuesday, despite a request to do so from the United States that had irked Ankara.

During a visit to Turkey on Sunday, US Secretary of State John Kerry urged Erdogan to delay his visit to avoid endangering US efforts to revive Ankara's ties with Israel and Middle East peace talks.

Erdogan, who has always underlined his desire to visit the Palestinian enclave, said last week he planned to go to Gaza following an official visit to the United States in May.

"Delaying my trip (to Gaza) is out of question. As I said in the past the Gaza trip will take place after my trip to the United States. There will be no delay," Erdogan told reporters, according to state media.

  33. I will visit Gaza after my US trip, says Turkish pm ...

Turkish PM Erdogan said, US Secretary of State Kerry's words over his planned Gaza visit were indecorous

ANKARA (AA) - Turkish Prime Minister Recep Tayyip Erdogan said Tuesday postponement of his planned Gaza visit was out of question.

"Anyways, I said that I was going to go (to Gaza) after my US visit. There is no postponement," Erdogan told reporters after he received children in the scope of April 23rd National Sovereignty and Children's Day celebrations at the central building of Prime Ministry in Turkish capital Ankara on Tuesday.

Erdogan replied the questions of journalists regarding his planned Gaza visit and said, the postponement of his Gaza visit was out of question.

When reminded of the words of US Secretary of State JohnKerry as saying, "I think, it would be better if Prime Minister Erdogan postpones his Gaza visit," and Turkish prime minister said, "I wish he had not said such a thing. It was indecorous, yet our Government Spokesman and Deputy Prime Minister Bulent Arinc gave him the necessary reply. We have a planned US trip, we could have discussed this there," he said.

Upon another question, Erdogan said, he was planning to travel to the US on May 14.

Gaza Prime Minister İsmail Haniyah said today the coastal enclave was ready to host Turkish Prime Minister Recep Tayyip Erdoğan, a day after Erdoğan said he could make a surprise visit to the Hamas-controlled region "at any time."

“Prime Minister Erdoğan won the hearts and minds of every Palestinian with his brave stance in Davos. No date has yet been scheduled for Prime Minister Recep Tayyip Erdoğan’s visit to Gaza, a prime ministry official told the Hürriyet Daily News today.

An official was responding to a question about earlier reports that claimed the prime minister would visit the Hamas-controlled enclave on July 5, denying that such a date was set in stone. However, the official reiterated that Erdoğan would visit Gaza at some point.

A senior Hamas official had stated that Erdoğan would visit the Gaza Strip next week. “The visit of Turkish Prime Minister Erdoğan is to take place on July 5,” Abdelsalam Siyyam, secretary general of the Hamas government, said in an interview with a Palestinian.

  35. Turkey, Israel make 'progress' in compensation talks ....

    JERUSALEM:
Turkish and Israeli officials made "progress" in talks in Jerusalem on Monday on compensation for the Jewish state's deadly 2010 raid on a Gaza-bound flotilla, Israeli television reported.

"An accord has not yet been signed but most questions have been settled. The number of outstanding points is so limited that it's not sure another meeting is needed," Channel 10 private television said, quoting diplomatic sources.

A final deal is "very close," it said, reporting "progress" but without giving details.

An initial meeting in Ankara on April 22 focused on the amount and the terms of Israel's payment of compensation to the families of nine Turkish nationals who died in the raid, which Turkey has named as a precondition for normalisation of diplomatic ties.

It was the first stage of what Turkish officials have said would be a multi-step diplomatic process aimed at reinstating bilateral ties between the former close allies who fell out over the raid.

Monday's talks saw Turkish diplomats paying their first official visit to Israel for the first time in three years since Israeli commandos staged a botched pre-dawn raid on a six-ship flotilla seeking to bust Israel's naval blockade of the Gaza Strip.

The Israeli negotiating team was led by National Security Adviser Yaakov Amidror and special liaison for Turkish reconciliation Joseph Ciechanover, an official told AFP.

Following the first round of talks, Ankara said "initial parameters" were set and a framework established, but the amount of compensation was still to be discussed.

The maritime assault severely wrecked relations between the former regional allies, with Ankara demanding a formal apology and compensation for the families of the raid victims, as well as the lifting of Israel's blockade on Gaza.

Compensation talks finally began in late March, after Israel extended a formal apology to Turkey to get the rocky relations back on track.

  36. Report: Families of 'Marmara' victims determined to try IDF....

    By JPOST.COM STAFF
    LAST UPDATED: 05/12/2013

Families of the Turkish activists that died during the Mavi Marmara raid in 2010 are determined to continue their legal struggle against the IDF soldiers responsible for the raid, despite any agreement made between Turkey and Israel, Turkish newspaper Today's Zaman reported Sunday.

Speaking to Sunday's Zaman, Turkish Deputy Prime Minister Bülent Arınç said that an agreement with Israel would have an effect on the civil lawsuits that the families of the raid victims have initiated. “There are lawsuits filed by those who would receive the compensation. We are aware of their demands. There are talks over acquiring 10 or 20 times the amount of compensation for the trials demanding compensation. If we come up with a bilateral agreement [with Israel], they [the families] will be required to waive their lawsuits, otherwise they will not receive any compensation,” Arınç stated.

However, according Zaman, the families of those killed on the flotilla strongly oppose the Turkish government's stance on the matter.

“They are giving the impression that this file will be closed after talks with Israel. This is not something that the families can accept,” Zaman quoted Ismail Yılmaz, head of the İstanbul-based Mavi Marmara Association, as saying.

  37. Davutoğlu says Erdoğan to go ahead with Gaza visit soon ....

Foreign Minister Ahmet Davutoğlu has confirmed that the prime minister will continue with his planned visit to Gaza despite US attempts to delay the trip.

At a joint news conference with his Ukrainian counterpart, Leonid Kozhara, Davutoğlu said the date has not yet been determined for Prime Minister Recep Tayyip Erdoğan's long-planned visit to Gaza and that they will announce it to the public once it has been made clear.

Davutoğlu said Erdoğan will not only visit Gaza but also other places in the occupied Palestinian territory. “It will happen as soon as possible,” Davutoğlu said.

Hamas, which rules Gaza, is a bitter rival to Fatah, the only authority in the West Bank, and the Palestinian Authority has been unhappy about Erdoğan's planned Gaza visit, which they believe would help to legitimize Hamas. Erdoğan invited Palestinian President Mahmoud Abbas to visit Gaza together with him and included a stop in Ramallah as part of his itinerary.

Israeli media reported earlier this week that Erdoğan will visit Gaza on July 5 and 6, quoting Hamas officials, but Ankara denied these reports.

On Tuesday, Erdoğan said that despite having to postpone his Gaza visit that had been planned for June due to the Gezi Park protests, which have shaken the country for more than three weeks, he intends to make the visit soon.

“These [Gezi] events unfortunately led to this postponement. Gaza is ready, but we could not be ready because of these events. We could make a surprise [visit] at any moment,” he said.

Erdoğan had earlier made several statements about visiting Gaza but the date was repeatedly delayed due to a variety of reasons. The US has publicly urged the prime minister to cancel the visit, but Erdoğan has said he will go ahead with it. Erdoğan enjoys high popularity in Gaza because of the messages of solidarity with Gazans he has given on many occasions and his rhetoric against Israel, which imposes air, land and naval embargoes on the Palestinian territory.

  39. Turkey won’t accept Israel’s ex gratia payment as compensation in Mavi Marmara case ...

The reason for the deadlock in compensation talks between Turkey and Israel is the latter’s insistency in redressing the damages of the Mavi Marmara victims as an ex gratia payment and not as a result of its wrongful act, a senior Turkish government official has said.

“In our first meeting [the Israelis] showed no opposition to this. But in the second meeting, they intended to give an ex gratia payment as a form of reparation because they fear compensation [as a result of their wrongful act] will set an example for other cases, which is not a concern to us,” Deputy Prime Minister Bülent Arınç told Ankara bureau chiefs late on July 23. Arınç is leading a Turkish team composed of diplomats and legal experts negotiating the compensation issue with the Israeli government.

Israel formally apologized to Turkey on March 22 over the killing of nine Turkish citizens on board the Gaza-bound Mavi Marmara vessel in 2010. It also agreed to redress the damages and loss of life and promised to lift an embargo imposed on the Gaza Strip. However, compensation talks were suspended after the parties held three meetings in April and in May with unconfirmed reports that the primary reason was the disagreement over the amount of money.

“The amount of money is not the problem,” Arınç said. “There are two problematic areas. The first one is that Israel should accept that it’s paying this money as a result of its wrongful act. Nothing less than this will be accepted. And second, we are waiting for them to realize our third condition of cooperating with Turkey in making life conditions easier for Palestinians. We are not talking about the amount of money as our first two conditions have not been met,” he added.....http://www.hurriyetdailynews.com/turkey-wont-accept-israels-ex-gratia-payment-as-compensation-in-mavi-marmara-case.aspx?pageID=238&nID=51347&NewsCatID=338

    1. Deadlock in labelling compensation for Mavi Marmara victims...

Negotiations began after Israeli PM called Turkish PM during US president's visit to Israel in April 2013 to apologize for Mavi Marmara attack.

JERUSALEM (AA) - Israel accepts compensation for the murder of nine Turkish citizens in the fatal Mavi Marmara incident three years ago, but opposes labelling the payment as "compensation" on the grounds that it could set an example in the international area, claims Alon Liel, a former undersecretary of the Israeli Foreign Ministry.

Liel, who was the Israeli ambassador to South Africa in 1992 and also worked as an undersecretary during the Ehud Barak government, told an Anadolu Agency correspondent that despite Israel approving the amount of compensation which Turkey demanded three months ago, negotiations have now come to a deadlock.

Mavi Marmara, a ship in a Gaza-bound aid flotilla, organized by the Free Gaza Movement and IHH (Turkish humanitarian aid organization) was carrying humanitarian aid and construction materials with the intention of breaking the Israeli-Egyptian blockade on the Gaza Strip in 2010.

Israeli soldiers boarded the ship from speedboats and helicopters and killed nine Turks aboard, leading to a deterioration in relations between Turkey and Israel.

Meanwhile, Israeli Prime Minister Benjamin Netanyahu called Turkish PM Recep Tayyip Erdogan during US President Barack Obama's visit to Israel in April 2013 and apologized for the Mavi Marmara attack, accepting to pay compensation for the nine Turkish citizens killed during the attack.

  40. Bird accused of spying for Israel freed by Turkey...The bird was released after X-rays confirmed it was not carrying microchips or bugging devices...

Turkish authorities detained a bird on suspicion it was spying for Israel, but freed it after X-rays showed it was not embedded with surveillance equipment, newspapers said yesterday (July 26).

The kestrel aroused suspicion because of a metal ring on its foot carrying the words “24311 Tel Avivunia Israel”, prompting residents in the village of Altinayva to hand it over to the local governor.

The bird was put in an X-ray machine at a university hospital to check for microchips or bugging devices, according to the Milliyet newspaper, which carried a front-page image of the radiogram with the title “Israeli agent”.

  41. Israeli diplomat invited to Turkey's state reception after apology...

Although relations between Ankara and Tel Aviv are still tense and give no hope of a quick normalization, the presidency invited a senior Israeli diplomat to the Victory Day reception held on Aug. 30, in the first such invitation since the Mavi Marmara crisis of 2010.

Chargé d’affairs of the Israeli Embassy in Ankara, Josef Levy Safari attended the Victory Day reception, marking his first appearance in such a state reception.

According to the sources, the invitation was made as Israel officially apologized to Turkey over the killings of nine Turkish citizens on board of the Gaza-bound Mavi Marmara vessel.

Although the normalization process between the two countries could not be completed and no ambassadors have been exchanged, the Israeli issuance of an apology has been seen as sufficient for inviting the chargé d’affairs to the reception.

However, Turkey’s condition for settling the compensation with Israel – requiring Israel’s recognition that the payment to the victims of the Mavi Marmara would be made due to the Israeli state’s wrongful act – is still valid, sources stressed. Compensation talks between the two parties have been suspended due to disagreement on how the compensation would be legally formulated.

  42. Israel must do more to normalize ties with Turkey, FM Davutoğlu says...

Turkish Foreign Minister Ahmet Davutoğlu said there has been “some progress” in improving Turkish-Israeli relations but Israel has not yet fulfilled all conditions for normalizing ties.

Relations between the former allies soured dramatically after Israeli commandos stormed a pro-Palestinian ship trying to breach a blockade of the Gaza Strip in May 2010. The raid killed eight Turks and one Turkish-American. Under a U.S.-brokered rapprochement in March, Israel apologized to Turkey for the deaths and agreed to pay compensation.

But Foreign Minister Davutoğlu told a news conference on the sidelines of the U.N. General Assembly on Wednesday that there are three conditions that are important to Turkey and only one has been met. Turkey’s demand for an Israeli apology “was fulfilled,” he said.

A second is compensation where “there is progress” and negotiations are continuing, Davutoğlu said. “We hope this will be concluded,” he said. The third condition is an end to Israeli restrictions “against Palestine,” he said.

An after-hours call to Israel’s U.N. Mission seeking comment late Wednesday was not immediately returned. Hamas-run Gaza has been subject to an Israeli blockade on the entry of many items for years. Davutoğlu said Turkey is very concerned about the humanitarian situation in the Palestinian territories, especially in Gaza, following recent developments in Egypt.

The Egyptian border has recently closed the border with Gaza on several occasions and the army has destroyed smuggling tunnels to Gaza, compounding supply shortages from the Israeli blockade. “We will be following, and we will hope, that all these three conditions will be met and the normalization process can go ahead,” Davutoğlu said.

  43. Israeli troops fired from air in 2010 ship raid, Turkish court told...

(Reuters) - An anti-war activist told a Turkish court on Thursday that Israeli commandos opened fire from a helicopter during a raid on a Gaza-bound aid ship three years ago, countering Israeli assertions that the soldiers had acted in self defense.

Israeli marines stormed the Turkish-owned Mavi Marmara, part of a flotilla carrying aid to Palestinians, on May 31, 2010 to enforce a naval blockade of the Palestinian-run Gaza Strip. Nine Turks were killed in clashes on board.

The incident triggered a diplomatic crisis between Israel and Turkey, two of Washington's strategic allies in the Middle East, and relations remain fraught.

The trial in absentia of four retired Israeli commanders, including the ex-head of the army, opened in Istanbul last November and resumed on Thursday with testimony from those who were aboard and relatives of the dead.

Israel has dismissed it as a political "show trial".

Kenneth O'Keefe, an Irish-Palestinian former U.S. marine turned anti-war activist who was on board the aid ship, told the court that Israeli soldiers had started shooting from the helicopter, killing several people.

"Within 5 to 10 minutes after the Israeli helicopter approached the ship, I ran into Cevdet Kiliclar's dead body on the deck, before any Israeli commando had boarded the vessel," O'Keefe said, referring to one of the Turkish activists.

"He must have been shot from the air. After seeing Kiliclar's dead body, I went upstairs to the top of the deck and saw several people lying on the ground, wounded or dead."

A September 2011 U.N. report into the incident cited an Israeli commission of inquiry as saying that three stun grenades were thrown from the helicopter but no shots were fired as the Israeli soldiers descended onto the vessel.

"The soldiers from the first helicopter were met with an extreme level of violence from a group of passengers on the vessel. They were shot at and attacked with clubs, iron rods, slingshots and knives," the report said, summarizing Israel's own investigation.

It said the Israeli soldiers resorted to lethal weapons "in response to the violent resistance faced"......http://www.reuters.com/article/2013/10/10/us-turkey-israel-trial-idUSBRE9990SI20131010?feedType=RSS&feedName=worldNews

  44. Former Israeli navy chief questioned at London airport...

The former Israeli navy commander, who was at the helm during the Mavi Marmara raid in 2010, was questioned Oct. 14 at London’s Heathrow Airport.

Rear-Admiral Eliezer Marom dismissed media speculations, saying the questioning was not unusual and was not asked about the Mavi Marmara raid. “I was questioned for five minutes or less,” he told Army Radio on the night of Oct. 14. “It was in the immigration hall, I was not taken to a side room,” Marom said, according to the Jerusalem Post.

“They asked me some questions. They took my passport. But they did not even ask me half a question about the issue [of the Mavi Marmara].” He explained the incident as “unusual” and did not elaborate as to what kind of questions he was asked.

Marom was chief of the navy from 2007 to 2011, a period including the Mavi Marmara raid that killed nine Turkish citizens. Israel formally apologized to Turkey in March over the killings. It also agreed to redress the damages and loss of life and promised to lift an embargo imposed on the Gaza Strip.

  45. Analysis: Turkey's unprecedented act of betrayal against Israel ....

If Turkey did blow cover of Israeli spy ring, it would violate unwritten code of conduct between allied intelligence agencies.

In April 2012, Iran announced that it had uncovered a spy ring of 15 operatives working at the behest of Israel.

Iranian authorities identified the operatives as those responsible for the killings of nuclear scientists in recent years. Tehran had long suspected the Mossad as the mastermind of these operations.

In announcing the arrests, Iran touted the apprehension of “Zionist spies” and the revelations regarding “Zionist” intelligence activity in a neighboring country.

The announcement, which didn’t garner much attention at the time, took on added importance Thursday, when The Washington Post reported that Turkish intelligence had leaked the identities of 10 Iranian spies working for Israel, who would meet with their Mossad handlers on Turkish soil.

This information was revealed by the newspaper’s senior foreign affairs analyst, David Ignatius, a journalist known to maintain extensive contacts with both the American and the Israeli intelligence communities.

If the report is accurate – and it is difficult to doubt the credibility of Ignatius’s sources – then we are talking about an egregious, even unprecedented, act. In fact, this is the basest act of betrayal imaginable.

For over 50 years, Israel and Turkey were strategic allies. At the heart of this relationship were the extremely close ties between Israel’s Mossad and Military Intelligence with Turkey’s MIT and its military intelligence apparatus.

These ties were established in 1958, and they were an integral part of the “Trident” partnership that also included Iran’s intelligence services during the reign of the shah.

Only recently did Israeli intelligence chiefs permit archived, previously classified material about the nature of this special relationship to be released for public consumption.

This strategic alliance is manifest in the biannual meetings between the heads of Mossad and MIT and between intelligence analysts and experts on both sides. The two countries’ relationship is characterized by frequent exchanges of information about common enemies and adversaries in the region, including Iraq, Syria and post-Islamic Iran.

Even during the most tense periods in relations between the two countries, intelligence ties remained intact, even if they did cool somewhat. While intelligence work is often interest-driven and unsentimental by its nature, there are still unwritten rules of conduct that govern relationships......http://www.jpost.com/Diplomacy-and-Politics/Turkeys-unprecedented-act-of-betrayal-against-Israel-329014

  46. Turkey reportedly leaks Israeli intelligence to Iran....

Damage caused to Israel described as 'significant' and move said to be 'an effort to slap the Israelis,' Washington Post reports.

The Turkish government of Prime Minister Recep Tayyip Erdogan last year leaked to Iran the identities of 10 Iranian nationals who worked with Israeli Mossad officers and met with them in Turkey, the Washington Post's senior commentator David Ignatius reported Thursday.

Ignatius quoted sources that described the damage caused to Israeli intelligence as "significant" and that the move was "an effort to slap the Israelis."

According to the Washington Post report, the leak was one of the reason behind Prime Minister Benjamin Netanyahu's refusal to apologize to Turkey about the Gaza Flotilla incident of 2010. It was only after U.S. President Barack Obama visited Israel in March 2013 that Netanyahu apologized to Erdogan for the incident.

Ignatius said that even though Israel apologized, relations between the two countries have remained strained, and added that Israeli officials are suspicious of the Turkish intelligence chief, Hakan Fidan, describing him to the CIA as "the MOIS station chief in Ankara," a reference to Iran's Ministry of Intelligence and Security......http://www.haaretz.com/news/diplomacy-defense/1.552897

  47. Turkey rejects claims over spy chief as ‘black propaganda’...

Turkish foreign minister has rejected claims over intelligence chief as “untrue” and a bad example of a “black propaganda.”

Ahmet Davutoğlu told reporters on Thursday that the content and timing of a series of news reports about Turkey’s intelligence chief Hakan Fidan in Western media outlets are important.

Davutoğlu’s remarks came on the day when Washington Post columnist David Ignatius cited “knowledgeable sources” as saying that the Turkish government disclosed to Iranian intelligence the identities of up to 10 Iranians who had been meeting inside Turkey with their Mossad case officers.

Sources described the Turkish action as a “significant loss of intelligence” and “an effort to slap the Israelis.”

Davutoğlu said the claims about Hakan Fidan don’t reflect the truth and that the first duty of a spy chief is to take necessary measures for the security of his country. The foreign minister added that the claims about him also indicates how perfect he executed his task. He noted that the National Intelligence Organization (MİT) has significantly increased its capacity with respect to gathering intelligence to confront possible risks and threats against Turkey, praising Fidan for developing the intelligence agency’s institutional infrastructure with “extraordinary efforts.”

“The only instance Hakan Fidan and other security units will answer is our nation, Turkish parlaiment and the government. For this reason, claims over Hakan Fidan are both groundless and a very bad example of black propaganda.”

Earlier on Thursday, Turkish foreign minister blamed various international and domestic campaigns for trying to discredit government’s “mission” and Ankara’s goal to raise Turkey’s global profile.

“Various campaigns both on international and national level are recently under way,” Ahmet Davutoğlu said from his hometown Konya, a central Anatolian town where he came to mark Muslim holiday of Eid al Adha.

Davutoğlu said the campaigns against Prime Minister Recep Tayyip Erdoğan, himself, Fidan and other senior officials aim at the “mission” these officials have been undertaking for Turkey’s progress. He vowed that the government politicians will defy these orchestrated campaigns by “walking in this sacred path,” referring to government policies.

Davutoğlu said the fact that “those circles” are disturbed by Turkish officials is a sign that “we are taking strides on the right path.”

“There has been a campaign in the past 3-4 months to discredit our 10-year experience. They wanted to see old Turkey returning back,” Davutoğlu added.......http://www.todayszaman.com//news-329106-turkey-rejects-claims-over-spy-chief-as-black-propaganda.html

  48. Former Israeli Intelligence Chief Yadlin said: "What happened in Mavi Marmara was a great mistake" ...

Retired Israeli general Amos Yadlin, chief of Israel’s military intelligence during a time when a Turkish ship carrying humanitarian aid and activists on board was attacked by Israeli Special Forces in international waters of the Mediterranean, said “What happened in Mavi Marmara was a big mistake.” Amos Yadlin has told AA that both sides made mistakes and he wished nothing like that happened.

When asked whether he would act similarly today, Yadlin said what happened in Mavi Marmara was a great mistake and with the experience, nothing like what happened in the past would occur today.

On May 30, 2010, Israeli special forces had attacked a Turkish ship carrying humanitarian aid and activists to Gaza in a bid to penetrate an embargo imposed by Israeli state on Gaza in the international waters of the Mediterranean, killing 8 Turkish and 1 US citizens on board.

A court case against the Israeli officials who authorized and ordered the attack continues at Istanbul 7th High Criminal Court.

"Egyptian Arab Spring takes its right course now"

Yadlin has said the Arab Spring in Egypt "has taken its right course now" referring to the military coup against Egypt's first democratically elected President Morsi.

Reminding that it was the pro-freedom youth who gathered in Tahrir Square against Mubarek, Yadlin said,

"Then Morsi seized the power. Arab Spring has taken a form of anti-Israel sentiment in everywhere. The following incidents after the first revolution in Egypt were not a spring for Israel. Morsi did not invite Israel to Cairo even once after he came to power. He did not give warm messages to Israel. Egyptian Arab Spring takes its right course now. But, yes, it is achieved through the military coup."

Yadlin, stating that he believed that Israel was always deterrent against its enemies, said there would not be peace with Palestine as long as Hamas, Hezbollah and Iran kept their effect on the peace negotiations.

Amos Yadlin, a fighter jet pilot during Yom Kippur War also took part in a controversial strike on Osirak Nuclear Reactor in Iraq in 1981. Yadlin retired from active duty when he was a major general in 2010.

  49. Turkey offers to accept lower compensation for Mavi Marmara victims: Report...

The Turkish government has become more flexible over compensation for the deadly Mavi Marmara raid victims and offered to accept a lower payoff from Israel, according to Israeli daily Haaretz.

Israel formally apologized to Turkey in March over the killing of nine Turkish citizens on board the Gaza-bound Mavi Marmara vessel in 2010. It also agreed to redress the damages and loss of life and promised to lift an embargo imposed on the Gaza Strip.

Citing a senior Israeli official, the report said Turkey offered to resume negotiations earlier this month.

An Israeli delegation headed by National Security Adviser Yossi Cohen, including Prime Minister Benjamin Netanyahu’s envoy to the Turkish reconciliation talks, Joseph Ciechanover, and acting Foreign Ministry Director General Nissim Ben-Sheetrit arrived Istanbul and met with senior Turkish officials.

“The agreement is ready; all that’s left is to fill in the blank with a number. There are still differences regarding the amounts, but they have narrowed,” the daily quoted a senior Israeli official as saying.
“There is a will on both sides to wrap things up as soon as possible and normalize relations.”

  50. Turkish correspondents face discrimination at Israeli PM reception....Correspondents of Turkey's state-run Anadolu Agency faced crackdowns by Israeli Shabak officials on the basis of their Turkish nationality....

Turkish correspondents attending a reception held by Israeli Prime Minister Benjamin Netanyahu on Thursday say they were discriminated against.

AA Jerusalem representative Taner Aydin and photo-journalist Salih Zeki Fazlioglu who were invited to the annual press reception of Netahyahu, faced crackdowns by Israeli Shabak officials on the basis of their Turkish nationality.

The Israeli officials said that "those with Turkish passports face extra security searches due to Turkey being among the "high threat" countries for Israel.

AA's Fazlioglu was asked to remove his trousers while passing through an X-Ray machine and was told he would be searched under his belt with a naked hand.

After waiting for half an hour after the search, the Israeli press office officials apologized to the journalists.

The agency issued a statement strongly condemning the treatment against AA correspondents.

"Our colleagues working in the region often face interference by the Israel security officials, but such a shameful incident has occurred for the first time."

The Director General will send a letter to the Israeli Prime Minister Netanyahu to express his regret in how the journalists were treated, adding that he will take steps in the name of international institutions.
